On my Civ4 there's the scenerio option of playing on a map of the world with 18 civilizations. Unfortunately it's with, I believe to be, only the civilizations from Civ4 Warlords. Is there any way I can play on a map of the world and choose which civilizations to play against? I'd like to have a map of the earth and play against civilizations of recent times. Having all the European civilizations in their proper place, and maybe even having two German civilizations on the map ( renaming one Austria ) Is there any way to place these civilizations on the map according to my taste? I'm not very computer savvy and would appreciate any help on this.

You could open the scenario in notepad (or notepad++). There you can change what civilizations are on the map and where their units and cities are, what other civilizations have they met, what techs they have, etc...
But if you add a totaly new civ you have to mess up with the CivilizationInfos.xml file.

If you want new civs you can download a bunch of new ones (including Austria) from the Downloads section on this site. Or if you do want to change or create new cive as NotSoGood mentioned then you can find tutorials about that on the forums. Finally if you want to change a civs starting location or create a map with all the cities already in place then use the World Builder. If you are unfamiliar with this the instruction manual that came with the game talks a little about it. There are also tutorials on the forums about World Builder as well.

When you first start a game, once you pick Single Player but before you pick Play Now, you can select CustomGame. This gives you a menu where you can pick which civs are in the game. To place civs at a specific place, you can go into world builder (upper right handcorner of the main screen, second button from the right gives you a menu that allows you to quit the game, but there's also an option to start world builder. This lets you mess with the map, such as adding and deleting units and cities and just about anything. It's how scenarios are created. Just savce what you have done in world builder and you've made a scenario. If you find this scenario and righit click on it and say "Open with" and select Word Pad (or notepad if you like) you will have a text presentation of what's in the map. On this there is a way to simply change the name of a civ or a leader in that scenario.
To do more you would have to make a mod, and that involves changing XML files and stuff, which is a different lesson. But I'll bet there's a mod out there already, and or a scenario, that's exactly what you want. Though modding itself is fun.
