If youve played the Age of Wonder series...they have a nice civilization that has this theme. Also, the game Rise of Legends, has a race based on arabian folklore and myth.
I wouldn't know how to implement them, but I'd say:
-They would be strong in deserts
-Have a strong afinity to the elements.
-Have some strong magic users.
-Camels!

The Malakim are what you're looking for, and can be found in Basic FfH. They have:
Camel Archers, a UU replacement for Horse Archers
A bonus on the Deserts, especially with the Malakim+ mod
An incredibly powerful mage known as Chalid if you go thematically and found the Empyrean religion.
A list of units that gain a bonus for every Sun Mana you control.
That's the Civ you're looking for.

In FFPlus (originally Malakim+, but expanded. :p), they have an entire line of Camel-mounted units, a special improvement line for the desert (somewhat absorbed by FF), the ability to scorch from game start via Lightbringers, and the ability to sacrifice any arcane unit to form an Oasis, so long as there isn't one nearby. One per city.

Although the Malakim seem like a mix of Arabia and Egypt for me. Even their unit art is mixed, with some units projecting Arabian and some projecting Egyptian impression.

In Heroes of Might and Magic 5, they have those magical Arabians there too.
