I have found iron long away from home on an island. I build a city with an harbor on this place. I have also an harbor at home. No iron is coming and the game suggest me to establish a connection to get my iron at home. How?

Question:

Are the harbors facing one another, or facing opposite directions, with undiscovered (dark) water tiles in between?

AFAIK, if there are ocean squares in between and you don't have the technology to sail safely on them, you won't connect untli you get Navigation or Magnetism.
