I guess, CivGold is using WOC, so it would need a c++ coder to do it.

Ah. I thought that it was either "it bobs", in which case it was difficult for me to understand what exactly bobs and how you can "bob" something anyway, or it's a mod introducing someone called "Lt. Bobs".
