I want to play Civ IV but with a alot of new units and leaders. My question is how the hell do i do it. I just want to open a new game and keep it to myself, but with any/all downloads of my choosing

To add additional units, civs, leaders, etc., you will need to be somewhat familiar with the xml files which control / define them. You also should not edit the standard files but create a mod, in case you screw up or want to play an unchanged game.

Your best bet is to either take a look at an existing mod or a tutorial to figure out what to do.

If this sounds like too much of a hassle, just use one of the existing mods out there.

No sense in reinventing the wheel, unless you (somehow) can't find some Civs you like.

Sometimes you have to reinvent the wheel and fix what isn't broken. How else do you improve something?
