personaly, civilization is a rather weak title in my opinion, its very board gamey, there lacks a huge ammount of flavor, most people play it for the war mongering, but i have some ideas that might be interesting, I've been aware of this for some while, but the usual non responses i get tend to remind me to not waste effort, but i have enough free time at the moment

this is nation states, and its quite ineresting, you may already be familiar with web games, and this ones pretty old, you are given in charge of a country, and are allowed to make political decisions revolving around them. this directly affects your country, not just its prosperity, but its culture and social norms, this sort of obvious chaos theory has lots of appeal as the site has demonstrated, but the problem with it is I'm a civilization fan, and that means 1 decision every day isn't going to be enough to keep my interest, if it where modded into civ, however, with it periodically impacting the game every few turns like events, i think it could provide a great element of game play and feedback that is otherwise missing from the game. these could not only affect your description of your civilization, but also game effects too, perhaps instead of civics, your decisions play a direct role in policy, or maybe they could both combine to interesting effects, other nations might not like you so much depending on your actions. maybe they see you as barbarians or perhaps your thriving industries might make you good trading partners,

theres a huge array of facets where this mechanic could be applied, while events gave a small taste, they where isolated, they effect almost nothing and certainly don't give you any feedback like a change in culture. above all, I'd love to see a mod like this if it becomes multi player.

If you have an idea for a mod, the only way to make it happen is to build it yourself. Presenting your ideas and hoping someone runs with them and creates a new mod based on your concepts never happens. Sometimes, very rarely, someone will pick up a suggestion and make a modcomp, but that's very rare, and should never be counted on.

Besides, in Civ terms exactly what does the NationStates game do that you want done in Civ? You are more familiar with it than anyone can get from just following your link real quick. If you want a lot of underlying depth to cultural decisions, and outcomes like events that result from these underlying details, what you are asking for is more complex civics and civics consequences. The Revolutions mod, religions, corporations, and espionage do a great deal in this regard, and pretty elegantly. Remember, you want the AI to deal with anything in the game, and you don't want an overkill of necessary micromanagement. But if you add optional micromanagement capabilities that have advantages, the AI must learn to use them, then they become mandatory. Elsewise, impactless underlying details are merely window dressing.
