Here is the first part of the generic units I plan to make (no adaptation to civ yet). I will add aircraft, ships and artillery later.

Note : the ADM are just for illustration purpose. I will tweak them later. I give some example of graphics.

Warrior line
They will have an attack slightly higher than defence.
Tribal warrior: 2/1/1. Armed with club and axe, no real soldiers. Ex: Firaxis Warrior.
Bronze swordsman: 4/3/1. Sword, armor, shields… Ex : Hypaspist from Alexander scenario
Iron swordsman: 6/5/1. Ex : Legion
Medieval swordsman: 8/6/1. Ex ; firaxis upcoming unit
Musketeer: sea below

Spearman line
They will have a poor attack, but a good defense.
Spearman: 1/2/1. Ex : firaxis
Phalanx: 1/4/1. Ex : Macedonian phalangist from Alexander scenario
Pike man: 1/6/1. Ex : Firaxis Pikeman
Halberdier: 3/5/1. Ex : AOK halebardier
Musketeer: see below

Archer line
They will have a poor attack and defense, but will get bombardment with 0 range. They may also have a -1 HP penalty, as they were often less people than standard infantry.
Hunter: 1/1/1. Bombard: 1/0. Ex : Firaxis archer
Archer: 2/2/1. Bombard: 3/0. Ex : Firaxis longbowman
Crossbowman: 3/3/1 Bombard 5/0 : AOK crossbowman.
Musketeer: see below.

So archer, spearman and warrior lines all upgrade to musketeer after a while.

Gunpowder line
They will have a defense slightly higher than attack, and will get bombardment with 0 range.
Harquebusier: 3/6/1. Bombard : 5/0 : Firaxis musketman
Musketeer: 6/8/1. Bombard: 6/0 : “colonial infantry” with the tricorn
Fusilier: 8/10/1. Bombard: 8/0 : Napoleonic fusilier
Rifleman: 12/16/1. Bombard: 10/0 : Firaxis rifleman
Infantry: 20/24/1. Bombard: 15/0 : Firaxis infantry
Modern infantry: 30/40/1. Bombard: 20/0: Baloo modern infantry.
Laser infantry: 40/50/1. Bombard 30/0.

Heavy Cavalry line
Fast, good attack and defense (armored). Wheeled
Chariot: 2/1/2 : Firaxis chariot
Cataphract : 5/3/2 : AOK cataphract
Knight: 8/4/2 : firaxis knight
Cuirassier: 12/5/2 : smoking mirror “dragoon”
Armor: sea below


Light Cavalry line
Faster, medium attack and defense (no armor), but not wheeled and can bombard with 0 range.
Horseman : 3/2/3 : Firaxis horseman
Horse archer : 4/2/3, Bombard : 4/0. From Alexander scenario.
Cavalry : 12/6/3 : Bombard : 8/0. Firaxis cavalry
Light tank : sea below

Heavy armor line
They will continue the heavy cavalry. They will get blitz, and wheeled, and can bombard with 0 range.
Tank: 15/15/1 : Bombard 10/0. WWI tank, very slow.
Armor: 40/20/2 : Bombard 20/0. Firaxis tank.
MBT (Main Battle Tank) : 60/30/3 : Bombard 30/0. Firaxis Modern armor
Laser tank : 80/40/4 : Bombard 40/1.

Light armor tank
They will continue the light cavalry. They will get blitz, and wheeled, and can bombard with 0 range. Faster than heavy armor, but less powerfull. They will have a -1 HP (because I consider the unit to be smaller).
Light tank: 15/10/3 : Bombard 10/0. Ex : T26 light tank.
LAV (Light Armored Vehicle): 30/20/4 : Bombard 15/0. Ex : coyote.

Mechanized line
They will get blitz, and wheeled, and can bombard with 0 range, and high defense.
Motorized infantry: 20/24/2. Bombard 10/0. Ex : mobile infantry from the forum.
Mechanized Infantry: 35/50/3. Bombard 25/0. Firaxis mech infantry.

Marine line
They will get amphibious. A bit better than corresponding infantry, but with -1 HP (because I consider the unit to be smaller).
Marines: 25/20/1. Bombard : 15/0. Marine from the forum?
Modern marines: 35/30/1. Bombard 25/0. Firaxis marine.

Paratrooper line
They will get paradrop. They will have a -1 HP (because I consider the unit to be smaller).
Paratrooper: 20/25/1. Bombard : 12/0. Fallschirmjaeger from Third Reich.
Airborne: 30/35/1. Bombard : 20/0. Firaxis paratrooper.

Just a suggestion, but those are some extremely high stats you are using. Because defensive values increase by percentages and not set amounts, it could get hard to balance if the values are too high. For instance, something with a base defense of 40 will have a defense of 80 in a metropolis. On a hill, 100. I don't know, maybe you've figured it out, but it caused me troubles.

I've used about the same ratio as with Civ III standard game. So I think it should work, except if the math is not why I thought it was. Testing will tell!
