Is there a way to switch civics late game without anarchy?

...

without being spiritual or being in a golden age?

Or does my current game have a bug? Because I seem to be able to switch civics at will and suffer no anarchy penalties.

It's possible I conquered a wonder that allows me to do this, but uh...I don't remember there being a wonder that did that?

Attached is a save so that nobody thinks I'm crazy.

Another possibility if you don't want to wait for a late wonder is to start a golden age.
Civics changes during golden ages are anarchy-less.

You do need a great person for this of course.

There's a lot of changes. You may want to scan through the "Changes" readme on the first menu when the game starts :goodjob:

Do you have the Kremlin as well? The Cristo Redentor plus the Kremlin enables some crazy one turn switch in/out of Universal Suffrage for some cheap rush buying.

lol, hadn't even thought of that. Nice! Especially with the 1/2 turn limit on staying in one civic.

There's another option: The United Nations can make switches to the bottom civics anarchy-free.
