Hello, looking for some help.

Been wanting to make an indept mod for a while now, I only have minor experience with editing the mod files and I wondered if anyone could help me with this tricky change.

I would really like to bring back the days of Civ 2 where upon city capture you could capture advanced technology from your opponents, making war mongering more fun and giving a way for science light strategies to keep up by sacking smarter weaker civs.

So if I could either get pointed to where this has been done before, or if not done yet some guidance as to how to go about this that would be awesome.
