A map has a lot more than what you've posted, for example there are no plots or anything about the map at all! Take a look over some other maps that do work.

I only posted the parts that I modified, and yes, it did work before, when there were only 12 civs.

From what i can see from your second spoiler, if you have ONE StartingX=00, StartingY=00, anyplace then you MUST have all of them in the places you want them, not just random.

You should either add a starting X/Y between StartingGold and StateReligion, or set RandomStartLocation to true.

It actually worked quite well without a starting x/y: on the map section of the WBS, it had the coordinates of the Starting Units and their Nationality.
