Did anyone make a completely stripped mod, where all techs, units, buildings etc. were stripped out?

It would be a good baseline to start a new mod from, instead of having to manually strip out all the crap that you don't use.

Just wondered if it has been done?

No, that isn't it, if you look in the warlords/mods folder, you'll find a mod the is the "Barebones Mod" it is unplayable, but it has all the basic elements you'd need to rewrite the XML
