Actually its switched. Emergent Leaders gain a trait over time depending on actions. Minor Leaders take a penalty to civic upkeep IIRC, and they lose this penalty when they have a total of 4 cities.

Minor leaders have no penalty whatsoever, actually. They're just standard leaders, that do not appear in FfH.

Emergent leaders are also non-canon (aside from Scenario leaders), but they gain traits as you play. ;)

Not particularly. Meant to go back and add another trait to them, and neglected to do so. Some of those will be emergent soon, others will gain a trait.
