I believe we have to spread responsibility. Game I has shown that new brooms sweep good. So i give a "newbie" a chance. Octavian is in position for maybe sometimes president, and vice now, so i think he can work best for the nation there.

Abstain is included to give people the option of saying "I'm here and participating but I don't choose any of these candidates/options." It is critical for reaching a quorum when one of those is required.

There is no quorum for election polls.
