This is theory, at least for the moment (waiting in line for the PC):

If I'm not mistaken, you can lure the AI to an apparently empty or lightly defended city or Worker by keeping your defense (and offense) units close but off the AI sight.

Does anyone has experience on this strategy?

Does it work fairly enough?

We used it in the Civ 3 Demogame to lure some barbarians away from our first city. I've used the spearman-tight build gambit to confuse a barb-on-a-mountain.

I have lured enemy Civ units off mountains onto grassland even with my units on adjacent mountains. I find this a useful tactic if I have lots of workers.
When capturing an enemy city I frequently use captured workers to distract enemy units trying to recapture the city until I can reinforce it.
