I voted ABSTAIN. I feel the question is open to interpretation or just plain misleading (unintentionally, of course).

Shall emergency population rushing be limited to captured cities?

Does this mean that if I vote no, I'm voting that I want pop rushing in our cities too, or that I don't want pop rushing, period? Am I supposed to vote YES cause "Gawd, if you're going to pop rush, do it only in captured cities". Too many questions per option.

I thought it meant either captured cities, no no cities at all...

These are good questions, but the context of the vote is that previously, emergency pop rushing was approved by the citizenry, therefore this question is "Shall we only do such pop rushing in captured cities.

A YES vote means that pop rushing (already approved) can only occur in captured cities

A NO vote means that pop rushing (already approved) can be done in any city

Reading this I vote YES as Pop-Rushing should be restricted as much as possible

as soon as a city is conquered it's part of our culture, so we should treat it as an equal. True, pop rushing might even speeden integration, but who can resist us anyway.
