Same as title: Im playing as hirohito on pacific 1936, I can't build goods factories so essentially other than the cities already with factories my productions is really bad.
Is this programmed to show japan's lack of industrialization or is it a bug?
Japan's starting techs should make goods factories possible.

To change the "historic" scenario - you have to open it in world builder and add "Goods Factory" manually. However, if you play "open play" you can build them.
