How can I get people to stop whining about the cities being overcrowded?

build city improvets such as the temples,cathedrals and colosseums. Basically make them happy!

Just make them happy with troops, luxuries and building/wonders. The only reason they say it is crowded is becuase they need a reason to *****.

Use the whip and give them something else to complain about.

i just turn workers into entertainers to make them happy. covnerting 1 citizen stops all of my riots.
