We are currently running the first ballot (nation selection) before we do chara generation. Char generation is done with D&D 3.5 stats, if your familiar, but I can help those out who aren't. I liked the idea of a demogame, but your characters can all interact with each other (given a moderator to observe and officiate) on other grounds. Thus it might make it possible for a group of strong-arm thugs to take control of the empire, if there is no police system in place.
