At this point I would not be in favour of prebuilding for any Wonder, or even attempting to self-build a Great Wonder at all. I think the shields would be better spent on other more immediately useful things such as military units, settlers, workers and the occasional temple.
Note that this is simply my opinion and not an attempt to unilaterally decide domestic policy ;)

Eklektikos Nov 05, 2002, 07:32 AM I was originally planning on doing another pair of two stage polls as before, but if there are no alternative suggestions posted in that thread by the time I get onto the fora tonight I'll run a single "proposal acceptance" type poll instead on Cyc's sites instead. That would imply polling 24 hours after I post the poll proposal.
I'll run the first stage "placement area" polls as well, just as insurance in case someone posts a new suggestion in between posting the poll proposal and the actual poll.

donsig Nov 06, 2002, 07:28 AM Would the domestic department please see that the temples in production are switched to libraries unless there is a special need to deal with unhappiness in a given city. Libraries are cheaper than temples and produce more culture. We should have literature next turn and will be able to make libraries then. :king:
FortyJ Nov 06, 2002, 07:46 AM I concur with donsig. Unless there is a city that requires a Temple for happiness sake, I would immediately change all cultural improvements to libraries as they produce culture 50% faster than temples.
Eklektikos Nov 06, 2002, 08:02 AM I believe that the temples currently in production are only intended as stop gap measures (if the Governor would care to confirm this or correct me I would be most grateful), and will probably for the most part be changed to military units.
I think the general issue of "temples or libraries as preferred culture generator?" would probably be best dealt with by the Culture Department. I'll go and ask them to post a poll on the subject. :)
Falcon02 Nov 06, 2002, 05:52 PM I'm Petitioning for the Domestic Department to make plans to aquire the Iron north of Valhalla.
I'm not asking it be done within the next few turn chats, I realize our expansion is going in other directions right now. However, I want plans to be in place to ensure we do secure this resource tile and we are prepared in case the Iron under Morgana is exhausted, I don't want to be spending too many turns being forced to build units that don't require Iron, just because our primary source is gone.

Shaitan Nov 09, 2002, 06:28 AM I have made my decision on appointees for the 2 planned Provincial Governor positions. donsig will be presented as Governor of the SouthWest Province and Cyc will be presented as Governor of the SouthEast Province. Many factors went into these decisions including the citizen feedback poll, my personal experience working with them on various projects and a mandate to get and keep both of them in official office.
FionnMcCumhall will be named to the Northern Province as soon as that province has another city. My personal feeling is that must happen very quickly. It is seriously underdeveloped and within the Capital's reduced corruption range.
All Department Leaders should respond to these 2 polls:

Shaitan Nov 09, 2002, 06:53 AM A small extension of the SouthWest Province is needed. Octavinium currently lies outside the province but touching it. By expanding the province to include the last tiles of forest west and north of Octavinium (natural border) the city would be included. This wierdness was caused because the terrain wasn't fully known when the border was placed.
Also, please start plans and discussion for the next circle of provinces. We need these defined ahead of expansion this time.

The Domestic Department will be responsible for all cities except Bavaria until new governors are appointed by the President and accepted by the Council. As the Council is aparently refusing to accept any candidate for any province until Fionn is made an appointee, this could be some time.
donsig Nov 11, 2002, 09:04 AM I formally request that the domestic department post a poll on the question of combining Bavaria, Valhalla and Kuhkaff into one province (Bohemia) thereby eliminating the unpopular capital province. Please note that if two more citizens second this request the domestic leader is required to post this poll.

I am getting tired about the constant "Where is Fionn going to go?" and "Fionn is elected by the people to run Bohemia" complaints. I would agree on combining Bavaria, Valhalla and Kuhkaff and there by eliminating the Capital Provance and the complaints and Fionn can continue the govenorship in Bohemia :).

Now we are placing a man whose tallents rival that of the Almighty ones (Josh: If you are reading this, COME BACK!!) one city. And we are telling him to sit on his duff for the next two TCs and let Barvaria build The Heroic Epic (note: I have nothing against that). Making these three cities, our two settler stations and our grand capital one province is a great idea. I hearby ask our Domestic Minister to post a poll regarding making Barvaria, Kuhkaff and Valhalla the province of Bohemia.
Eklektikos Nov 11, 2002, 09:36 AM Donsig & Civgeneral: would you be satisfied with a reposting of the original run-off poll, if the Judiciary find such an action to be legal? I believe that this would have much the same result as that which you propose, without involving a relatively arbitrary new proposal at this late point. I will of course bow to your original demands if this course of action does not appeal to either of you.
EDIT: Add SAaM to the approval list too.
donsig Nov 11, 2002, 04:09 PM Repolling the exact same proposals seems non-productive, for lack of a better word. It seems that the idea of a one city province is liked by few though we are not of one mind as to what we do want. There are those of use who would like to see Bavaria in a province with Valhalla and Kuhkaff while others would like to see Bavaria (and the future home of our Forbidden Palace) to be districts under the domestic department. I'd personally like to see a poll where citizens can choose between these two options. We've also seen suggestions for tweaking the borders around Octavinium and the city near the incense. The best course seems to be to start a single discussion thread (under domestic department auspices) that that will lead to a poll that will decide these issues all at once.

donsig Nov 11, 2002, 08:58 PM Yes, there is Fortyj's thread about the SE province only. Shaitan's suggestion about Ocatavinium's borders and the capital province/district is in other places. What I am suggesting is the domestic department note these proposals and combine them into a single official (if you will) border discussion thread. We need a discussion thread up for a given time so that the subsequent poll has half a chance of being valid. With one discussion thread we can then do one poll instead of four.
I poll about combining Bavaria, Valhalla and Kuhkaff has been requested by the requisit number of citizens and the judiciary has deemed a repoll of the run off to be bad. A provincial borders poll that includes (but is not neccessarily limited to) the Bavaria/Valhalla/Kuhkaff province must be posted soon.

An official poll has passed which requires elimination of the province of Bohemia and consolidation of the land tiles in that province under control of the Domestic department.
This poll http://forums.civfanatics.com/showthread.php?s=&postid=589901#post589901 , has passed, reached quorum, and is binding.
The build queues for the city of Bavaria, and land tiles in the former province of Bohemia, are now officially the responsibility of the Domestic department.

As noted above, this is not a indication of dislike of the current or former Governors of Bohemia. It is simply supporting the overwhelmingly expressed vote of the people.

Ek, the CoL, Section A.6.b states:
Any citizen can request that a departmental leader post a poll that lies within that leader’s responsibilities.
If two other citizens agree with the proposed poll (proposal seconded and carried) the request becomes a demand and the leader must comply.
Will you post the poll?
I am guessing that you would prefer an all encompassing solution for this issue, and I would join you in wishing that we had one. I know that donsig is a reasonable guy and wants to work toward solutions too.
Barring those things occuring though, I am satisfied that the requirements of the CoL is met for a citizen demanded poll.

Shaitan Nov 13, 2002, 12:34 PM We are critically short of spearmen to relieve our veteran swords of garrison duty as well as horsemen for our Japanese offensive. Please take this into consideration when planning your build queues.
There is a settler/spear pair outside of Kuhkaff. I strongly recommend placing this next city in the North Province. Not only will this enable another Governor position but the city will be within the corruption reduction radius of the capital. We could also snag that extra iron with a properly placed city.

I've just had the opportunity to analyze the save and a horrible thing has occured. The Americans have founded a city (Denver) immediately above OUR northern iron source! This demands immediate attention. I move that the next city (from the settler/spear pair outside Kuhkaff) be placed one two tiles from Valhalla to the north and northwest (tundra square). A library must be built there ASAP to reclaim our iron.

I would support this proposal. We currently consider America as Rivals and as such, we should definitely challenge (albeit peacefully) their claim to our northern lands.
donsig Nov 14, 2002, 06:20 AM Can we please have another poll or two about city placement? We have a settler /spear pair in the south (in Ek?) and I think it should go south towards the Jungle River and those dyes. We need to move in that direction to hold off the Indians. I am quite willing to change Ek from library to settler. This would give us another settler in 4 turns. This settler could then settle the hills by the incense. It may even be able to do so safely while unescorted.
Shaitan Nov 14, 2002, 07:10 AM I agree with donsig's plan. If Bremershaven pumps out a spear that settler will only be unescorted for a turn and it's well inside our territory so shouldn't be a problem at all.

Cyc Nov 14, 2002, 09:01 AM Because of a discussion in the New City Placement thread in the Citizen's sub-forum, an informational/discussion thread has been started at this link (http://forums.civfanatics.com/showthread.php?threadid=35981) to the citizen's sub-forum. There is a map and explaination of a redirect for the Settler/Spear combo in Eklektochtitlan to the Dyes in the South. The Dye city has not yet been polled, but should be soon. The Dye city will be placed outside any known Province and will fall under control of the Domestic Department. This new city placement (if approved) should start discussion on a new Province to the South.

I strongly believe this is a tenable solution to this problem. I urge you to consider this matter carefully, and if you are in agreement, please instruct the DP to take the appropriate action.

After reviewing the log I see there should not have been as Fionn was there and his instructions should have been followed. Regardless, I think we need an overall city plan instead of the onesie twosie approach we have been doing. If you can develop (and get approval for) a unified city placement grid we can avoid much confusion and headache later on.

Eklektikos Nov 18, 2002, 05:23 AM Apologies for my absence from the fora over the last few days, and for my dire lack of performance in the preceding week. The former was due to a problem with the ISP that I use to connect from home, which rendered me unable to connect to the internet on friday and saturday. The latter was caused by an all round hellish RL week, during which I should have just left the work to Fionn. 20/20 hindsight in action as ever... :rolleyes:
Anyway I'm back and feeling a whole lot better now, so will be dealing with all matters domestic this evening when I get home from work.

I am currently in the process of revising the city layout plan, and will post the new one tomorrow night. Polling will follow as soon as constitutionally possible. I am also planning on taking a serious look at the new province proposal threads tonight and tomorrow to assess them.
eyrei Nov 21, 2002, 08:16 PM Just a reminder....once we switch to monarch, it will become necessary for the domestic department to set the budget. This has to be done to ensure that we don't end up voting for things we cannot afford. Generally, the department or governor requesting the money will need to post the request before they poll on the issue, I think.

Octavian has already stated that he will be unable to act as DP at the coming TC, and I am not willing to start one at 3am. As such, I have decided that if I am the elected president come 00:01 GMT, I will be rescheduling the TC for 00:15am GMT, 2hours and 45 minutes earlier than currently scheduled. Since it will be sunday by that time I will arguably be within my rights to do so.
