We have few workers and many things to do with them. These boil down to 2 basic things - Roads and infrastructure. Roads are connections between the cities. Roads as tile improvement fall under infrastructure. Mines and irrigation are infrastructure.

I believe roads are more critical at this point for two reasons:
1) Strategic capabilities to move forces
2) Connecting multiple luxuries for citizen happiness

But I agree, Roads... then Infrastructure, hopefully this war will help add more workers to help with infrastructure.

I think we need roads first, given our few workers. Once we have more workers (from whatever source ;) )we can put them to work on infrastructure.

I think we will have a grand concensus on this. Roads to form our intracity network and roads to strategic resources are a definite priority over tile improvements.

I think at this point, a road from the spice due East to the coast and a road connecting Tlaxcala to the incense are our primary worker concerns. Then it would be split up between many things, but I think irrigating from Technotitlan north is more important than mining, and connecting all the cities is more important than irrigating.

Roads would be best. As a warlike nation, we will need roads to quickly move resources and troops to and from the nations we attack.

I do not think it is imperative to choose one over the other. With three workers we can split it. 2 can work on roads and one can work on tile improvements or visa-versa. Hey, don't we have any Aztec slaves? (hint)

Definitely roads---in Despotism we wont get the full benefit of mining and irrigation at this time
