Thanks for the fast response. I'm playing as Zakharov.That's why - university (i.e. Zak) can't use fundamentalism - they're all science-y and for rationality, not really the religious type, no? ;)

(you can also see that my hovering over the flag on the main screen, it will mention that, it's part of your traits - it's also in the pedia either for Zak as leader or university as faction)

All factions have a civic they can't use, by the way. You can see these in the places Lord Tirian mentioned.
