It appears I cannot build a farm (with my pioneer) on a tundra tile. Is this a bug or one of the innumerable undocumented features?

From the Civilopedia - 'Farms can be built on nearly any flat unforested tile (Tundra and Snow tiles cannot support farms)'

Permafrost and only 4 snow free month make farming pretty much impossible, that's why these people live from reindeer herding and fishing/hunting. With all those hardships at least the northern see is richer, don't know if maps account for that.

As you say there are compensations for the lack of farming. In the game tundra tiles can have fur, game or silver resources and tundra forests are rich in timber and fur. The coastline also has fish and crab resources although no more so than elsewhere on the map. So it is possible to build a productive colony in the tundra.
