Deputy and Chat Reps Needed
I have opened this thread at the risk of offending my predecessor because we are 48 hours away from the beginning of the term and this office is severely understaffed. We need a deputy and a chat rep (to attend the turn chats in the event that either myself or the new deputy cannot attend).

As a result of a recent poll posted by the previous administration, we have established an official city placement plan. Naturally, actions by rival nations may force us to ammend this plan from time to time, but the plan has been approved and should be used as a reference for all recommendations for future city placement.

We currently have four settlers in the field, all of which shall likely be settled during the upcoming turn chat.

We also have a settler in production in Kuhkaff which will be completed in two (2) turns. After that settler is completed, according to our current queues, the next settler will not be produced for another seventeen (17) turns!

This is unacceptable. If we are to continue to grow, we must continue to produce settlers at a faster pace than this.

All Governors are hereby instructed to produce some settlers. I'll leave the details up to you for now, but find a way. The future of Fanatika lies in our hands. We must build more cities!

@40j - As a former Domestic Dept. Leader, I would like to share some thoughts with you about the Settler situation. I will concede on the point that we need to build a few more Settlers to mop up some prime areas left on our borders and possibly opening up because of the Japanese Incursion.

But, as I posted in your poll about the Ek Settler, I can not see sending a Settler produced on the SE coast on a 10 turn trek up to the NW coast. That one is a little to left fieldish for me. Here's an alternative or two.

If you rushed the Library in Kuhkaff for 48g, you could start a Settler there that wouls be complete in 5 turns (even with the growth in 2). We send this Settler to "C" (where the Settler south of Riga is going). We send the Settler south of Riga to "A". We send the Setter in Ek to "Q". That gives us 3 cities in 12 turns instead of 2 cities in 16 turns for a cost of 48g.

People are now voting for "A" simply because you told them to. I feel this is a bad move, as the plan I've stated above will get you what you want in less time plus a lot more. Please reconsider.

Your plan holds merit. However, I am reluctant to move a settler to 'A' until the war with Japan is officially in the mop up stages or until we are able to secure their northern cities in a peace settlement.

I, too, would rather rush build a library in Androbius (to push the culture barriers into Riga a bit) and build a settler in Kuhkaff. In fact, I will propose this immediately for discussion/debate.

Unfortunately, the none of the governors have informed me of any such plans to build additional settlers, so I am forced to work with what we have. Weighing the options of adding another luxury to our trade network (in large, tradable quantities also) versus building a nice "buffer" town, it seemed more logical and more urgent that we build a city near the gems ASAP.

Of course, if we are able to build a settler in the North Province (in Kuhkaff), it would make much more sense to move him to site 'A' and use the settler in Eklektochtitlan for another, more accessible, location.

Thank you, 40J. I understand the prediciment you find yourself in. Please keep in mind you are the Domestic Dept. Leader and that part of this game is about politics. A swift word via PM or post to a Governor can shift an entirely stopped up situation into a very fluid one in a day. It is within your power as the left hand man to the President to make things happen. If you explain it well enough to the people they will understand.

The Settler south of Riga will not make it to site "A" for 6 or 7 turns (can't remember now), so there is plenty of time to take Kyoto and make a peace deal beneficial enough to allow a city placement of the Japanese borders. I agree that the added lux's make a city much more important than firming up our southern border, but in the moving "big picture", all three cities just outside of a t/c warrant the effort to convince Governors and citizens alike of this real need.

News:

Congratulations to our Governors! In the first three turn chats this term, we have already added (not including conquest) six cities, we currently have two settlers either already on their way to another city site or awaiting instructions to go somewhere, and we have one more on the way within the next six turns. At this pace, we will have grown the number of cities in our nation by more than 33% from the beginning of the term by the middle of the month! Keep up the great work!

We have dropped the luxury rate to 0% in hopes of growing our treasury so that we can better rush projects where needed and more often. Governors should keep a close eye on our more rapidly growing cities so that they do not riot. As a result of this, some preference will be given to rushing Temples in order to prevent rioting in the streets.

The Japanese conflict is drawing to a close and we have not yet seen a leader rise from the battlefield. While we can still hold out against hope that such a leader will emerge, we should begin planning for the production of the Forbidden Palace and the possible relocation of our capitol.

The Southwest Province would like to begin the Great Land Enhancement which will bring forth much-needed irrigation from Eklektochtitlan to Bremershaven. A dedicated staff of 6-8 workers would be needed for this initiative. I know the workers are much in demand and I don't expect them to arrive all at once, but any help in this matter would be appreciated. Here's my plan for implementation(roads are optional, but would be necessary for fastest execution):

I ask the domestic department to conserve our income for a possible war on two fronts, should that happen. I currently wish to:

Rush a temple in Palanthus for 188g.

Future rushing may include:

Dacula courthouse
Penguin courthouse
New PDX courthouse

These will ease corruption and help out with our income, and war production.

I wouldn't recommend raising our science level. Whatever we put it at, we won't research faster than the AI and will spend more in research that we would to purchase the tech.

We can speed up science at 50% (24 turns instead of our current 32), but I really think we should let trades do the learning until our cities become more developed, and our territory expands.

Nice work. I hope the other governors follow suit. A little rivalry between cities is a good thing. Maybe each governor can propose their top two cities and we can have a citizen vote for the "best" city if Fanatika. :)

News:

The Forbidden Palace has been completed and we are witnessing a surge in productivity. Corruption has dropped noticably as a result. Not suprisingly, the effect has been felt most in the lands recently liberated from the Japanese, but the long term benefits will be felt nationwide.

Our revenues are increasing, but we should not rush (pun intended...) to assume we are in the clear. We have many troops to upgrade and we will need to purchase technology from our rivals as we are still in no position to increase research funding at this time.

Anyway, I think we should be focusing on our roads, and seeing which cities have unworked commerce tiles (or potential ones). We also need more markets (more commerce), and universities. With the addition of ivory and gems, we have a variety of goods to trade (gee, the Trade Department just never escapes me, does it?), which helps to offset the tech costs. I also propose more coastal cities, as those give 2gpt on the coast and seas.

I would like to post here about how pleased I am with the direction of the game so far. This seems like the best place to post.

I am just amazed at how well we are doing and encourage all of our leaders, past and present, and those yet to come to keep up the good work.

In just this last t/c, Fanatika has gone from a Nation of 33 cities to one of 39. We have advanced from 8th place on the Histograph with a score of 890, all the way up to 5th with a score of 979. We are technologically advanced! And besides the fact that we are developing Culturally, we are also expanding geographically in the directions we want. I am thrilled with recent results and would like to congratulate CivGeneral on a great commandeering of the DP positon on our last t/c.

Also, on a side note, great work on your Turn Chat Instructions 40J. Very immpressive.

Your efforts are definitely appreciated. My decision was not made casually, nor should you interpret it as a critique of your efforts. It is simply a matter of mathematics.

At this time, we could increase the science rate accordingly:

Looking at this table, there is no benefit for raising our science rate to anything less than 50% of our budget. In fact, treasury permitting, since the differences in total cost are minimal, we're better off raising the rate to 100% so that we minimize the time to research. However, doing so would cost us ~2000g to discover Gunpowder (in money that we could have earned over the time spent researching).

So what could we possibly purchase this technology for? Unfortunately (and I say that for purposes of this discussion only ;)), nobody has Gunpowder to offer us to compare these numbers directly, but there are a handful of civs that have Astronomy for sale. Not including Persia, China offers the best deal and is willing to sell us Astronomy for our World Map, 300g, and 80gpt. Now, keep in mind that Astronomy is approximately 17% more expensive to research than Gunpowder (cost numbers in the editor are 56 & 48 respectively), so it is safe to assume that the cost to purchase Gunpowder would be about 17% less as well.

With Astronomy costing approximately 1900g (300g + (20 turns x 80gpt)), if our ratio is accurate, Gunpowder would cost us ~1580g. The Astronomy prices will come down as more nations learn those secrets (only 4 have the knowledge now). It becomes clear to see that even if a small percentage of nations learn the secrets of Gunpowder before we do, we can purchase it from them for less than it would cost us to research it ourselves.

Also note that this comparison does not include any profit from sale of this technology. With twelve viable trading nations (sorry Japan, Egypt and Azteca) in the world, there are sure to be other nations to trade this knowledge to once purchased.

So, to summarize, it is through no personal satisfaction or willful avarice that we maintain a 0% research rate. The mathematics of the situation just do not support change at this time. In a while, after we have constructed a large number of libraries and universities, and after we have expanded our land area sufficiently that we have relatively more cities than the AI in which to produce this research, the math may bear this out differently and then we can increase the research rate. Just not today.

Oh, and put that sign away. We don't want to start a panic. ;)

Please note that the city of Hakodate (under your jurisdiction) has recived a Culture Flip Warning(CFW).

Hakodate has been issued a green rating(low risk) this should not be a problem as Izibia's cultural radius is too far away from Hakodate for a Culture Flip to be likely, I understand that you are building a library in Hakodate and that should neutralize the effect of Izibia's culture.

600 AD - Status Report

News:

We have scored a great victory for both the Domestic and Cultural Departments! The former American city of Cleveland has abandoned their former nation and joined ours. However, the time has not yet come when we can rest on our laurels and celebrate. We must stay vigilant and coninue our push to grow more and more each turn.

Our next objective should be to acquire Satsuma and Riva through cultural assimilation as well. I encourage the governors to produce another settler for placement near the Satsuma border so that we can attempt to convert those citizens as well.

I like your proposal CT. If we do put those in there, I suggest we do the southern one and the eastern ones first, first the southern one, then the eastern one. We would get 3 whales that way! Like I said before, I think that is a good proposal. :)

Kagoshima is in grave danger of flipping As Kagoshima is not in a province yet, it is the Domestic Departments responsibility to handle the build queue for Kagoshima. I hope you put cultural improvements at the top of the queue for Kagoshima or we might loose it.

Would the domestic department please look into the benefits of temporarily raising the science rate so as to get gunpowder faster through our own research efforts. While we can purchase gunpowder there are also three other techs on the market that we can buy.
