I'm having a problem when I start PBEM or hotseat games, in that they seem to always end up on Chieftain level regardless which difficulty I choose. Has anyone seen this before, and do you know how I can correct it?

The same thing has started to happen to me too!! I have tried countless times and i figured that the patch messed it up becuase i started one on monarch before the patch and it worked but now the difficulty level doesnt't seem to work. Might be another bug :(

It's already reported in the 1.14 bug report forum.
BTW, it's the same for me.

noticed that too for hotseat but not for PBEM. Not really strange because my PBEM is without AI and in it's 8th turn so it's harder to notice. Makes a lot of difference though for happiness. Hope it will be fixed soon.

But it only works if you choose a scenario to start your PBEMAIL or HOTSEAT ...
Open the scenario you want to play and activate the COSTUM PLAYERS ... there you have to choose for PLAYER 1 to PLAYER 8 the wanted difficult level.
It seems it works ... I am now in year 1300AD and the computer players could keep up with development ... have put them on MONARCH LEVEL ...

Huh, didnt read this before. Anyway Thanks Tzar Alex. I havent tried that yet because i was getting really ticked off. I had some prime starting positions only to realize that we got defaulted, not to regent but to cheiftan and though it was set at monarch.

Yes, it's a known bug. Hopefully it's fixed in the next patch...

How do you load your PBEM or Hotseat game? If I load it through the Multiplayer menu there is no intro popup that shows the leader name, date, and difficulty level. If I load though "Load Game" on the main menu it displays random difficulty levels on the into screen: cheiftain, regent, warlord, monarch.
If you set your original difficulty level to Monarch and the intro screen displays a different difficulty level, how many citizens are "born content" in your cities. If you have 4 content citizens in a city without luxuries, temples, etc. you must be on chieftan. If you have only 2 and the rest unhappy you must be in regent or monarch.
