if a forest hex has a resource on it - deer or spices or whatever - lumbermill cannot be built there.
is this a bug or a feature?..
(p.s. what is the hotkey - if any - to take a screenshot?)

It might be intended, that you can only build the improvements for these resources on the plots.
But i can't confirm this, someone else should take a look at that.

I suppose it's the same with any improvement.
manual p. 87 : "Generally, farms can be constructed in any tile that doesn’t contain a resource. If the tile does contain a resource, only the appropriate improvement can be constructed."

The civilopedia stays up to date with the game files it pulls all the info from. It probably just doesn't clarify it there like the manual does.
