I recommend you construct a road here!
It will connect the Strategic Resource in this tile to our trade network, allowing you to build advanced units.

When I did, and I didn't think I needed to in the first place, I got no more strategic Resources (horses) then I had before.

I opened the save file and confirm what you're seeing: I'm being advised to build a railroad to a tile that has Horse and already has a pasture (screenshot attached). The bug is that a (rail)road isn't needed to use the Horse; the pasture supplies the resource.

Moved to Confirmed Bugs forum and listed.

Just encountered the same thing myself in 1.0.1.141 so it's not fixed yet.

As stated before, there's no point in creating a road to connect the marble west of Philadelphia. That's soo civ4.
