Came up with an idea, instead of corruption being related to cities and distance, corruption should be derived on nationalism, kinda like in real life, then nationalism can be derived from distance if needed. Not only that nationalism should also be able to add commerce too. What do you think?

I think you still gain twice as many shields in corrupt cities, just like WLTKDs...
