Someone said that firaxis was releasing a standalone version of world builder but i cant find any official info about wold builder specifically. firaxis has a community post about adding modding tools this week but nothing specific.

World Builder is a part of the SDK. You can find it in the Library > Tools section of Steam as: Sid Meier's Civilization V SDK. :)
