I was looking through the various advanced start options and the ability to change frequency or resource intrigues me. However this was very poorly documented in the manual, so I have some questions about it that hopefully someone can enlighten me.

Sparse, Standard and Abundant are pretty much self explanatory. What I want to know is.. what is "legendary start" and "strategic balance"??

I think:

Legendary start gives you a whole bunch of relevant resources right near your starting location, or possibly a bunch of extra gold at the start.

Strategic Balance makes sure everyone has a few of each strategic resource near their starting area so no one is left out in regards to a resource (again, I think).
