Is there a modifier that differs between leaders regarding how much cash they keep on hand? Or is it a product of other modifiers?
I ask because I often see certain civs with tons of cash and some with far less. If it's something inherent in their play, I can fill a warmonger game with cash cows and see how much fun I can have with a huge bankroll.

It really depends on their land, their propensity for improving it, and their desire/ability to expand.
I've watched Lizzy start in tundra with four silvers spewing ridiculous amounts of GDP, but you won't see Wu Zetian doing that because she probably forgot to build any workers. Any of the warmongers can produce puppet economies that rake in gold.

It's not really their land. All Deity AIs are raking in tons of gold, while only some keep it. That's what I'm asking.
