am in a game as polynesia, and my scouts can attack.....this always been the case?

in civ 5, yes. Civ 4 they weren't allowed to.

Love killing off weakened barbs with a scout. Revenge (and many XP)!

Two scouts with honor (and a GG doesn't hurt) can usually kill a barb encampment.

I always lure early barbs into attacking my fortified scouts on hills/forests so I can counter attack for the experience. Early scouts with the +1 visibility promotion are very useful early on, and not too hard to get. 2 barb kills does it.

In civ 4 they could only defend, and not that well. Now they are slightly more powerful, but they aren't able to upgrade via money.

I kind wish they upgraded to something that looked more modern. It is useful to have them roming around territory of other civs with whom you have open borders, to observe wars and gague troop strength. It's too bad they still walk around wearing a bear skin in the year 2020.
