When I get democracy I did not get a great person. I did properly receive a GP for monarchy and legalism.

This happened to me with b23 as well. I was waiting to confirm before reporting.

Unless anyone can spot a mistake, my only conclusion is a vanilla (=unfixable) bug with the new "NumFreeGreatPeople" attribute, so I'll remove the "choose" version from the policy and just add a single great person... possibly a great engineer? It'd be somewhat helpful at that point in time for just about any victory path... particularly the Statue of Liberty since it's in a Specialist-focused tree.

I'll check the CFC and 2K sites for vanilla bug mentions of this. But in light of the other bug reports with b25, and my own issue with the German barbs, I wondered just what you changed on that last beta!

A Great Artist would fit in Democracy because then you get freedom of speech (well in this case later on the tree) and other freedoms to express yourself, such as in art.
