I'm trying to make mods with a sort of development "ceiling", one where there's no modern time, one with no industrial age either, and one also without middle ages, and finally one without any possible development; just settlers, warriors and barracks.
This is in my opinion possible in two ways:
1. Deny someone to enter a certain era.
2. Delete everything of those eras.
The first one doesn't seem possible. At least, I don't see how.
The second one is, except for one thing: the worker actions. There's no delete button for that. :(
Does any of you have an idea how to handle that problem?

You can make the technolegies you don't want the players to have extremely expensive and increasing the maximum research time to 100 (maximum in 1.29) thus atleast limiting there advance into those areas and just make all tose worker actions (and everything else) you don't like come at integrated defence
Or if you intend on having the scenario on a specific map just let it all require a resource that you just dont place
It's not perfect but i think it can prevent anyone from reaching the middle age

I think that's the best option. Indeed it's not perfect, but it'll have to do.
With Civ2 you could make a advance impossible to research. Civ3Edit is just built too good. ;)

Hey, I just found a way! Let the worker action need a resource that can't be placed on any terrain! :D

Another way would be to set the technologies you don't want to be researched to Era: None. Then they can't be researched at all, and you can set the required tech for the worker jobs you don't want to be used have to one of the excluded technologies.
