Win 98SE, motherboard 24mb gfx, directx 8.1a(or something) HP Pavilion, cdcrack run Civ3ptw (my cdrom doesn't work well, so cdcrack it is)

On occasions when I pick "Contact Governor" on right click menu, illegal operation alert pops up. This usually happens on Simulataneous Multiplayer Games.
