Just wondering...
Ever seen enemy troops being moved back *onto* transport ships, back to their territory?
Whenever I've been attacked via boat loads of troops, the rival Civ always seem to just leave them there for the remainder of the game. I find it very strange for the Civ to leave a load of troops (6-30+) on your island, even after peace has been declared.
