I was incorrectly using playerTeam:CanContact(minorTeamID) when I should have used playerTeam:IsHasMet(minorTeamID). It doesn't give any error messages, but doesn't appear to do anything either. I'm not really sure what CanContact is for. There's no documentation on it and it's not used anywhere in the vanilla game files. :think:

And yes... Firaxis words their functions weirdly like "IsHasMet." :lol:

Maybe CanContact is an IsHasMet for major civs, contact meaning open up discussion window.
