Imperium OffTopicum: The Spirit of Man
Welcome! What you are about to partake in is based on a classic story that has been adapted for countless mediums.
This particular Imperium OffTopicum is based not on those failures that were called films, nor the famous and terrifying radio play, nor the classic bestseller of a novel but the Musical. Yes, the Musical known as Jeff Wayne's Musical Version of the War of the Worlds.
You will take on the role of one of the nations vying for power in Victorian Europe. You will have schemes and agendas, plans and ploys. But all this time you are being watched; watched by our jealous neighbors. You may fight petty wars and have minor rivalries with your brothers, you will kill them and they will kill you. But all the while these minds, vastly superior to ours, scrutinise us across the vastness of space.
And slowly and surely they draw their plans against us...
The Rules
Alrighty... Lets start at the basics:
If you do all that bad internet stuff (Spamming, trolling, whatever) then you get penalized.
If you RP like a pro then you get bonuses.
If you break the forum rules the Mods will come and eat you.
If you don't work as a team then you are going to die... Sad but true.
If you powergame then you're doing it wrong
If you pretend to powergame then something is wrong
If you want to complain about it being unbalanced then you don't get the point of the game.
Lets also talk about how you can join!
Pick 20 Territories on the overland map (The White and Grey one)
Fill in the following to whatever extent you want to:
Name: (The name of your nation)
Government: (It's Government type)
Capital: (This is crucial in the later game so be wary of it)
Socioeconomic Views: (Its the turn of the century so lets just say that anything goes)
Leader Name: (Name of the leader)
History: (Well... It don't have to be long...)
Traits: (What's special about your nation? Is it innovative, are its people brave and stubborn? Things like that. These will give your nation bonuses - If you RP this well later then those bonuses get bigger)
Flaws: (What are the flaws in your nations society? Large Upper-Lowe class gulf, Isolationist?)
So, I bet that now you want to ask about claiming?
Well, there is none.
This is late Victorian Europe. There isn't any unclaimed territory...
So, after I've put you all on the map I'll add some NPCs and expand your nation by historical borders from what I've gathered from your first post.
However later in the game you will get to expand into the "Brave New World" but I'll tell you about that when we get there.
So what can you do?
You can fight!
There are 4 kinds of Land unit that you can build:
Infantry
Artillery
Cavalry
And the Mysterious other one!!
You can build each unit for 1CP with a limit by the total number of territories you have. Each have their own strengths and weaknesses. When you go to war you can make a war plan detailing what you want your armis to do... Will you opt for a slow and steady approach or will you strike a blow deep into enemy territory? Anything goes!
In the early game you will want to try and gain territory through killing off the NPCs as that will be the only way you can expand (With the exception of killing each other) however in a few (randomly determined) turns something will happen...
After that you may have your hands full. And I stress it again - you will need to work as a team.
Navy
You can build fleets! Fleets are comprised of several ships. Ships cost 1CP to build but you can only make the same number of ships as you have coastal territories. They come in 4 catagories:
Pre-dreadnought Battleship
Torpedo Rams (HMS Thunderchild;))
Gunboats
Once again another Mysterious other...
Fleets can be used for 2 missions:
Patrol - A communal pool of ships that will fight Invasion Fleets
Invasion Fleets - Required to escort troops across seas - If you have a fleet then you can send any number of troops across the sea but if it is intercepted by a Patrol then you lose the troops.
Diplomacy:
It is the key.
Without it you wont win. Once the "event" happens you will need to work together to fight it off.
Until then you can get into alliances to fight each other and NPCs.
You can also bribe NPCs with CP to make them do things such as attack your enemies (Do this by sending me a PM). However if someone else has also tried to bribe them then they will look at their offer first. The lowest bid you can make is equal to a quarter (rounded) of the NPC's total number of territories.
There is always a chance of failure and some NPCs will be more susceptible to bribery than others.
To influence an NPC the minimum bid is a half of their current number of territories. Influencing an NPC alows you to decide their diplomatic policy and how they will spend their CPs.
You can also seize an NPC which you gain all of their Territories. This costs 4 times the amount of Territories they control. If were already Influencing them then you gain half their Infrastructure, if you have been influencing them for at least 2 turns then you get the whole lot. You must have a land border with an NPC to Seize it. If one nation is influencing an NPC then it can only be seized by them unless they are outbid.
Infrastructure:
You can expend 5CP to build extra Infrastructure. Each infrastructure gives one extra CP. You can only build one per turn for every 10 territories you control.
Each territory provides 1CP
Events
Both random and scripted events will happen.
Everything from Parson Nathaniel's escape from the martian to an earthquake in Sarajevo. Anything can happen.
Also, I mentioned earlier that you will be able to expand into the Brave New World...
I'll tell you about that when we get to it.
Each Turn now will last a month; to keep up with this the prices of some things have been changed:
Infantry: 4
Cavalry: 6
Artillery: 6
Pre-Dreadnaught Battleships: 15
Gunboats: 7
Torpedo Rams: 7
Infrastructure: 25
CP can now be saved from Turn to Turn (However you can never save more than you make in a single turn)
All NPC actions remain the same price

The military is used quite often and freely in dealing with labor riots and the formation of labor unions, especially those of socialist ideology.
Traits: Cunning, Diplomatic, Traders, Espionage-focused

History: At 1821 A.D greece, after a 7 year war of indepedence, managed to gain its indepedence. Greece was divided in a bunch of city states and small kingdoms hostile to each other. The king of macedonia, alexander, and the president of athens, George papandreou, manged in a 12 year war to unite greece.
Traits: Brave men, love for democracy, very religious.
Flaws: Isolationism, racism, fanatical orthodox christians.

History: In the year 1348, Pope Clement VI bought Avignon from Queen Joan I of Naples for 80,000 florins. Afterwards, during the course of the Great Schism, Avignon was inhabited by a series of Antipopes, or men who claim to be Pope when another man is wearing a funny hat. In 1823, Leo XII got his hands on the high hat of sillyness, Antipope Stefanus I of Burgundy rose up and took control of Avignon. He was assassinated six months later by the Swiss. However, when the New Roman Empire rose, another man tried his luck at the Antipapacy: He styled himself Antipope Ezio I, and took control of Avignon with his vast fortune. The French seemed to not care, as they were in the midst of yet another civil war, when Napoleon III attempted to usurp the new Third French Republic.
The war still raged on in France after Napoleon found unlikely allies in Spain. Ezio I took advantage of the confusion and bought a small military for himself, annexing the entire region of Provence-Alpes-Côte d'Azur, except for the wealthy city Marseille. Ezio knew the value of this city would be best kept intact without fighting, so he simply bribed the officials to hand it over. From his small empire, Ezio built a navy to conquer the Mediterranean through commerce.
In 1887, Ezio saw another opportunity: Northern Italy was at war. Ezio quickly allied with the struggling Venice and laid waste to the armies of Savoy, Milan, and Genoa, gobbling up their lands (as well as Sardinia and northern Corsica) in the process. Over the next 10 years, the aging Antipope increased his influence in the merchant republic, rendering it little more than a puppet state. This outward focus would be the deciding factor in many future Antipapal conflicts.
In 1890, the growing Kingdom of Andorra invaded Barcelona. Ezio saw his chance to make yet another difference: He allied with the mountain people and divided the Barcelonan lands between them. By now, he had allied with the Pope-hating Romans, who had effectively rendered him the only contender for the Papacy. With allies in every direction but the north, colonists were sent to the Aegean to establish new trade outposts. Antipapal merchants set up a small trade port on the island of Malta, as it was one of the first places that had accepted the Antipope as Pope. The Knights of Saint John were given land and their fortress rebuilt, so that they could protect pilgrims once again. Another outpost was built on the struggling Rhodes, and the populate was converted to Catholicism - with Ezio as Pope. The Anti in his name was merely a formality at this point, unless the Swiss were concerned.
The growing Swiss Confederation had long before been the personal guardians of the Pope in the form of the Swiss Guard, and were none too happy that the Antipope and his allies, the New Roman Empire, had basically put them out of the job. In 1891, they declared war on the meddling Antipapacy. The war ended in 1893 with an uneasy peace treaty, which granted the Antipapacy the lands it conquered. The Swiss resented their enemy and still saw him as illegitimate, but Ezio could care less: He was dying.
On his deathbed, Ezio dictated his successes and the reasons why to his trusted bodyguard and friend, Anticardinal Luigi il Verde. This book, 101 Ways to Conquer Everyone Else as the Antipope, was to be passed to his Antipapal successors so they could continue the existence of the greatest theocracy known to man. Ezio died the first day of 1894, and Luigi was elected Antipope by the Anticardinals. Luigi took the name Ezio II to honor his friend, but so far has done little other than consolidate his power since then… at least on the surface. He also eyes France, as fractured as it is (Napoleon did a real number on it). Burgundy, Normandy, Brittany, Aquitaine, Switzerland, Andorra, and Holland all eye each other like ravenous dogs, but only time will tell who proves to be the victor in the coming struggle, and how the Antipope will react.
Note: If someone claims “France” or “Spain,” I will stab them. Also, that was only the major factions. There are probably small ones (Calais, Paris, etc) too. Have fun, Robbie.

Flaws: several medieval systems kept intact, large income disparity, no religious freedom (duh), not viewed as legitimate by some Catholics (esp. northern French, political opponents, and the Pope), military is mainly Frenchmen

Victor was born to a rich Romanian Family. He was a gifted boy, if a bit esoteric. Stricken with ambition, he proceeded to flee the country & change his middle name to Vlad. The revolution was bloody, though ultimately successful, & Victor became the undisputed king of Romania. Mad with power & ambition, he conceived a plan to conquer the old Austro-Hungarian Empire & instituted a series of reforms. Said reforms included increased funding for scientists, less restrictions on the military, & a name change from Romania to Wallachia.
High Scientific funding results in a greater rate of advancement than other European powers.
Victor’s paranoia causes the Kingdom to maintain a large & well trained spy network.
The military is extremely well equipped & recruitment has increased due to Victor’s Imperial Ambitions

History: The Icelandic people, after cruel oppression from their oppressors in Denmark, rebelled against them, seizing all Danish holdings in Iceland and defeating all of the present military forces. After a quick peace was signed with the Danish Empire, Iceland receded into seclusion from the world, with little influence from any nearby nations. However, after hearing that the Danish Empire had dissolved into civil war and strife, the Icelandic army invaded Norway. Another invasion fleet, capturing Copenhagen, ended the war - and brought Iceland out as a world power.
Traits: The Icelandic nation is a hardened warrior society, praising courage and rewarding honour. They are often headstrong and stubborn, and when enraged, rarely listen to reason.
Flaws: Iceland is still very isolationist, only recently coming to mainland Europe, and the people are, as said above, headstrong and stubborn.

I've decided that it wont be equal but they won't be vastly different.
Close enough so nobody has too great an advantage but diverse enough to add interest.
-Also as a base rule I've decided the better the RP the more territories (But that is only a guideline and will be overruled by historical borders)

The New Roman Empire rose out of Italian turmoil following the unification of Italy in 1871. Despite Garibaldi's and Cavour's best efforts, the newly formed Italian state did not last, as sections of Italy once again seceded to form the Principality of Sicily, the New Venetian Republic, and the Kingdoms of Genoa, Piedmont, and Savoy (later, the last three would be devoured by the Anti-Papacy at Avignon). By 1877, after numerous secessions, Italy was reduced to a rump state consisting of merely the city of Roma and its immediate vicinity. In 1881, with the city Roma slowly fracturing to internal Papist dissent and external attack, a charismatic general who styled himself as Hercules Mercurius Evander came in control of the city of Roma. The Roman proletariat, so long oppressed, backed him in a People's Revolution. Establishing a temporary junta to run the city, he cracked down on Papist dissent, jailed the Pope, and began a counterattack on external enemies.
In 1885, having united most of central Italy, he send two expeditions outwards. In the wake of the collapsing Ottoman Empire, the area around the old city of Carthago had been taken over by warring states and kingdoms. Taking advantage of the chaos, a female general named Tatiana Valeria Horatia conquered Carthage and the surrounding area, thereby becoming known as Tatiana Africanus.
In Spain, a raging civil war permitted the burgeoning Roman state to establish a series of colonies all along the eastern coast of Spain.
In 1890 an insurrection took place in the Italian country side. As a result, the General's plans to establish a colony in Egypt were temporarily foiled. The insurrection had been caused by the old elite who had been stripped of their wealth. This is generally regarded as the last dying gasp of the ancien regime, a last ditch effort by capitalist pigs to once again oppress the weak.
With the insurrection out of the way, Roma turned here eyes eastward, towards Egypt. Establishing a colony at Alexandria, which the Ottoman Empire had just abandoned months before to roving bands of rebels, brought another shining beacon of old Roman power into the Empire.
General Evander declared a new state, a New Roman Empire, before relinquishing power to democratic forces in 1895. At the end of his rule he had expanded the frontiers of Roma to cover a good section of Middle Italy as well as establishing several important colonies in places of great importance to the Old Roman Empire.
The General's Party, the Evanderian Party, remains the majority party to the present day, advocating for syndicalism and workplace democracy.
Now, at the dawn of a new century, things look inestimably bright for this fledgling empire. Only an improbably advanced race from outer space bent on the destruction of humanity could stop Roma now.

History: The history of the APDE is a complex and complicated tale of several thousand years. Believed to be founded by the revered King Bracht I the day before he died (approximately 12-7 BC depending on the source), and built to survive the ages by his son, King Athol I. It started when Bracht brought together several powerful tribes in the valleys of eastern Africa when he defeated them in a simultaneous duel against him in order to claim the Purple Diamond, the symbol of the ruler of this new empire. It has always been considered sacred, and has led the people whom follow its chosen ruler to success and prosperity.
His son Athol I, took the power his father had obtained, and at the age of 19 ruled the new found empire with an iron fist, and slowly started taking over tribes in the nearby valleys and mountains. Yet at the same time, he consolidated his lands and created a Warlord system to last the ages. The warlords swore loyalty to the emperor alone, and were his trusted servants, raising armies of their people to conquer new tribes over the years.
The system succeeded in conquering most of Africa over the next 1700 years. By then, they had repulsed several european invasions, and had managed to end up controlling large amounts of Muslim territory. It had always had a policy of isolationism to other peoples besides conquering them, yet towards the end of the 1700's the great King Bracht III proclaimed himself emperor of Africa instead of a mere king, and opened the doors to other civilizations, both for trade and diplomacy. Since then, Africa has prospered like it has never had before, copying european advances, sometimes bettering them and sending them back to make riches. However, the rise of capitalism in this period has created a class of people in desperate poverty, often levied into armies for constant conquests. These conquests have not been frequent of late though, since the failed invasion of Iraq in 1873. After that the empire's armies were forced to retreat back to Mecca and the western coast of the Arabian peninsula, and it was decided to consolidate its already held territories for a few years before renewing its attacks...however it holds an unofficial truce with most nation of southern and western europe, as such a war would leave all nations involved brutally scarred. Europe still manages to keep better quality armies, at least in the west, even if they have far fewer men to field in those armies.

The new democratic government was voted in with surprising calm. The Evanderian party won a vast majority of seats in Parliament and the President, Laelia Mariana Alba, was of that party as well. The Evanders promised further expansion around the Mediterranean.
In 1895, a treaty was brokered between Avignon and Roma that gave supremacy of Northern Italy to the Antipapacy. The Principality of Bologna, a fiefdom of the Venetian Republic, itself a protectorate of Avignon, was handed over to Roma. In exchange, Roma would not contest Northern Italy further.
In the same year, several large Roman delegations were sent to every state of Italy south of Roma. Their request was simple: rejoin the growing Roman state or perish.
Several, seeing the rising might of Roma and seeking protection against other enemies, joined with Roma. They were known as the socii, vassals of Roma that were treated in a equitable manner. Most of Southern Italy joined in this manner.
The sole exception was the Kingdom of Sicily. Although several of her subjugates and vassals rebelled and joined Roma, the regions of Sicily, Calabria, and Puglia remained loyal to her. For nine months a vicious war raged in Southern Italy. At the end of the war Roma reigned victorious, but heavy casualties hurt both sides. All of Italy was now Roman save for the Avignonese territory to the North, but Roma would take some time to rebuild.
The year 1895 also saw a depression in the Roman economy. Several exoduses of the Roman population resulted. Of particular importance for later history, two principalities were established in Northern Africa by Roman citizens, one west of Carthage and the other in Cyrenaica.
In 1896, with a recovering economy, Roma demanded that these Northern African states recognize Roma as their supreme ruler. Although disinclined to do so initially, the two states finally agreed to call themselves vassals of the Roman Empire after a show of military force by Roma. In this manner a significant section of North Africa came under Roman control.
The most disastrous event in the past has almost certainly been the ongoing war against the Spanish. Repeated attempts have been made to extend the Roman Empire further inland into the Iberian Peninsula but have bet with little success. As Napoleon and the Old Roman Empire learned, Spanish guerrillas as truly a force to be reckoned with. For now, Roma is only able to control the peripheral territories of Iberia.

The putrid smell of death, fire, and dust filled a young Fawne Till's nose with hostile sensation. Part of the coup forces, Fawne Till served as a mere soldier. The 1860 Coup had been successful but it was only a matter of time before the people grew agitated. Today, his countrymen were making a stand against the government.
Left. Left. Left, right, left.
Rioters marching on Parliament! Thousands of them armed with stones, bottles, chains, and the occasional revolver plus whatever their poor, grubby hands could get a hold of. If the rebel leaders thought a show of force would get disaffected soldiers in the New Royal Army to mutiny, they were sorely mistaken!
"Aim!"
Fawne Till got down on one knee and took aim. A line of soldiers behind him stood but the barrel of their rifles still glared daggers at the approaching crowd. The solid weight of the steel knife at the end of his rifle provided comfort the round in his rifle couldn't. The rioters stopped marching but didn't turn back.
"Go back to your homes!" yelled an officer. "Drop your weapons and return to your homes! One step further and the Provisional Government will not be held responsible for what happens afterwards."
Someone fired. Fawne didn't know which side fired first but soon, the whistle was blown and rifles barked. Dozens of rioters crumpled. The rioters charged but the second line fired as the first reloaded. Dozens more were swathed down like a field in front of a reaper.
But there are so many of them! One, two, three, four more volleys before the rioters reached the line. Many rioters charged straight into the bayonets. As quickly as it started, it ended. Rifles barked down the street and soon, the mass of rioters had been infected with panic and boxed in by approaching soldiers. A cannon boomed, landing in the center of the mass....
Soldiers charged in, bayonets raised.

The State of Affairs Memorandum will be short and simple for little of note has occurred as of yet.
Political
Fawne Till's Nationalist Economist Party continues to hold a majority in parliament. Nonetheless, the Populist Party gained seats in the last election. The current government is supportive of military interventions provided the benefits outweigh the freedom and peace of trade.
The NEP is a jingoistic supporter of the free market.
Military
Currently, there is no "military" in the "Spirit of Man" sense of the word due to reorganization. The Royal Army, under Fawne Till, has received modernization in the form of the 1898 Bess Rifle and 1895 Grand Slam 8-inch artillery piece. The only army in Europe to have these weapons is currently the Ottoman Empire (see tensions section for further information).
Trade
The current administration, true to form, has aggressively pursued trade agreement with all nations across Europe where possible. The most important trade agreement is the Comprehensive Trade Agreement of 1897 with the Ottoman Empire.
Diplomacy
The NETF has strong ties with Iceland, Austria, and the Ottoman Empire and shares warm relations with the rest of Europe except Greece at the time of writing. Greece severed ties after Fawne Till signed a mutual defensive pact with the Ottoman Empire.
Tensions
Little. There is a thing with Greece but for now, war looks to not be on the horizon.

The Eve of War
In 1820 the United Kingdom of Great Britain and Ireland was the biggest, most powerful, most advanced and all round greatest empire on the globe. Their Colonial empire had stretched all across the globe and they had recently been a key element in defeating the greatest strategist to live -Napoleon.
However the war had cost them dearly, as soldiers returned they were shunned from their hometowns where work was already scares and the influx of soldiers did not help in the slightest. Many people wanted jobs, those that had jobs wanted more money, they got fired, others were employed, they wanted more money, they got fired... The vicious cycle continued for 50 years leaving the populace more and more dissatisfied and Britain’s once incontestable production slid into inefficiency.
Then came the risings of 1870...
One of the worst affected areas in the British Isles was Scotland. That area also happened to be the one that most wanted to revolt against their government. A particular faction embraced a particular political philosophy and the revolution spread like wildfire; the Jacobite-Marxist Risings.
During the risings the North of the UK was controlled by the Jacobites from their capital of Lancaster. The peoples of Iceland also took the opportunity to seize territories in the north. The fighting lasted for almost a decade with the eventual victors being the rebels who demanded control over the north of Britain.
The nation was now fractured with the Marxist state in the North and the United Kingdom in the south. Through some miracle the bureaucrats of London managed to keep the nation coherent for some 4 years before it once again fell into civil war. This time it would see the end of the once great nation...
The civil war was fought from 1882-1889 between multiple factions. In the end no settlement was made but from the ashes emerged new nations such as Canada, The Free City of Birmingham and the Northern European Trade Federation. Territorial squabbles between the latter two have erupted across the globe in previous colonies, especially in Egypt where, during the civil war, an Italian Faction of Romans launched an expedition to claim the upper Nile for themselves.
In the east Empires also crumbled – The Ottomans were a picture of stalwart resolution in the face of their collapsing empire. As territories crumbled around them they made their stand against all the world could throw at them as a bastion of Islamic strength that had endured for centuries. These factions that crumbled away found themselves forming new nations – The Greeks, The Bosnians, The Serbs and the Arabians all squeezed the ottoman lemon of all it could give them.
To the north in the wake of falling regimes The Kingdom of Wallachia, led by a mad but shrewd king, began to carve out an empire. As the pillars of civilization toppled around them they still managed to fight on making themselves a major European power.
Another empire that had collapsed had reformed itself into the two entities of Austria and Hungary both of which looked at the other longingly and prepared for all out war.
In the east the Russian bear remained asleep and backward while its neighbours of Georgia, Kiev and Latvia pushed the boundaries of science and their nations.
Meanwhile in western Europe the old and worn superpower of the Anti-papacy languished happily basking in its own radiance with the colonial power of France merely perched on top looking slightly dishevelled.
1894 had also seen the beginning of a brutal civil war in Iberia between the Republicans and Nationalists. Many had taken this as an opportunity for expansion. The Portuguese had claimed lands to their north and the very gates of the Mediterranean. While the power lying in Rome has swiftly taken holdings on the coast for itself.
Also in Italy a new kind of war was beginning to develop in the south as Families rather than nations began all out war; The Sicilian family Corleone in the south, the Giovanni family in the north and the Preffeto family occupying the centre.
The date is now 1898.
Europe is trying to find its identity once again out of the old ways, war spreads across the continent and unnoticed except to a few well to do astronomers a plume of green smoke erupted from our nearest planet...

Greece, Bosnia, The Arabs and any who rebel against you because of the flaw.
And to Double A: Yes it's balance mainly - you can still gain them from taking over NPC's thanks to your strength just like Rome has their own way of doing it.
And Yes, I'll do a colour code ASAP although it shouldn't be too hard to work out who's who.

If so, alien spacecraft aren't very symmetrical.
Iceland has two to five circular shapes above it... remember, we're talking about aircraft, so their shadows can overlap due to them being at different altitudes without "crashing into each other mid-air."
Similarly, southern Norway has another circular ship that is either at a higher or lower altitude than the Mother Ship, which is not a perfect circle.
Any other imperfections could be described by other overlapping ships or perhaps missiles on their decent to earth. ^.^

Greece counts as rebels. They declared their independence via a revolution from Ottoman rule and so they count as rebels.... End of.

If you have been influencing an NPC for at least one turn you get half its Units and Infrastructure. - For 2 turns the whole lot.

I really wish I didn't have to make decision like this. Don't take it personally, but the Ottomans and their allies are stronger than you. Please try to work something out.

Once you have them under your influence you can then attempt to say what they should build. There will be a certain chance of success based on special secret numbers. If you succeed that is what they will build. If not then they will choose normally.

Also I just want to stress the importance of the leadership trait - It affects combat to a greater extent than any other of the modifiers. So the better the leadership the much better chance of winning.
Also I'm going to introduce the rule that at the conclusion of every war the nations that were fighting in it all gain 1+ leadership.
