Hello, i have a question about making new civ's, or more accuretlly how to place new leaderheads into the game, i've seen in the Tutorials, references, and guides section that there is atutorial for such, but having ptw and none of its patches i dont know if tht would help me or not, and being a total noob a really am not sure if this is evan the right section to post his in, please help.:love:

You can get the 1.14 patch for ptw at www.civ3.com, I highly recommend doing so.

and I would recomend getting the patch as well. though answering your question, I think the tutorials will help you whether you have the patch or not but still, get it anyway. ;)
there's a few fixes and add ons that make the game better.
People around here seem to be pretty busy nowadays so I would definatly read the tutorials and try to figure out as much as you can yourself. Your going to probably get linked there by most people anyway ;) but since you said you have already looked them over, I see no sense in that :D there are a plethera of threads covering this subject so take a look around and get a project going and when you hit a specific stumblimg block then post your plea and you'll get plenty of help.
Just make sure you're as specific as you can when you ask something.
