Yesterday, when I lounched my civ I saw that the "city's frames" or sth like that (shown on the picture) suddenly moved somewhere else :( And the problem is that I can't even imagine why this happened :( I even moved my civ's files to anather computer and it worked correctly there, so it's not the matter of bad graphic files etc.
Does anybody know how to solve this weird problem? It's getting, of course, much worse when the number of cities rises :(

I seem to recall seeing a similar problem a year ago, when Civ3 was still pretty new. One of the patches fixed it, I think. If you haven't already done so, download and install the v1.29f patch.
If you already are patched up to date, we'll have to do some more thinking. ;)

Yes, I'm running v1.29 so it's not the matter. The prolem appeared somehow when I moved my civ to my new comp. (I even tried reinstalling it and then installed the patch but it didn't work either :(

I have the 1.29f patch, and in addition to the above picture (black box out of sync with city name/pop number, etc).
In addition, on the Foriegn Advisor screen, the lines denoting War, Peace, Mutual Protection, etc are also extremely out of whack - pointing to the wrong leader(s).
If I've overlooked something, please let me know. This is really starting to bother me.

Fixed this issue by adding:
Refresh=60
KeepRes=1
to my Civilization3.ini and then turning off compatibility mode in XP.
