There really isn't much to do right now, as culture really doesn't kick in until we can bulid temples/ libraries. But culture is good... and I am all for building temples and libraries.

Plexus feels quite useless...

Plexus, about your account thing on IRC. Did you contact them about the ISP it's banning? Since it says you have a compremised host. Maybe someone on your ISP used it for a bot attack.

I contacted them, and they are yet to respond. How is it my fault that some idiot used my host for a bot attack?

Estemmed Culture minister:

How long should we wait until Shen Ling has a temple? I plan on building one after our second city is solidly based and protected and a few warriors in Shen Ling to prevent any posible (yet unlikely) disorder due to population augmentation during the temple construction fase. I feel a temple this early in the game would give us a slight culture lead that would augment over time.
What does the department think of it all?

Well, I do consider culture to be vital at this point in the game, but I am not sure where science stands on the ceremoial burial tech... I hope we will go for it or writing next. But I think your plan of starting once city two is placed is a good idea.
