I've set BarbTechFrac to 0.0 (BarbTechFrac = 0.0) and yet new barb civs spawn with advanced tech (im the only one on the map that is in industrial era while the others are still in ancient-medieval and barbs spawn with my tech level).

Am i missing something ?
