Hey. I'm making a 1789 scenario no a world map. I need assistance...

1.) What tech. level should they be at- England, France, America, China, Japan specifically

2.) What units should the miliatry of-England, France, America, China, and Japan consist of

3.) Any civ. unique units at this time?

I think your conception of major powers at this time is a bit off.

In Europe, the major powers were:

England (Great Britain or United Kingdom is a better term)
France
Spain (and its vast american colonies)
Prussia
Austria
Ottoman Empire
Russia

Portugal is important because of its having Brazil and other scattered colonies.

Holland (Netherlands) is important because of its various colonies.

Then of course, the United States is important for this time period.

Japan was almost completely isolated and pretty much a middle ages feudalistic society.

China also was pretty much isolated from outside contact and a "backwards" power.

I'd put China and Japan somewhere in the late Middle Ages.

Out of the others, Great Britain (England) was the most advanced industriously, with the other powers in Europe falling close behind. Beginning of the Industrial Age would be appropriate.

Before creating a scenario though, you seriously should do some research, as there is no way in which we at this forum could possibly spend the time giving you all the information you would need, except general things as you just asked.

A well-researched scenario usually is a good scenario.

I plan to just the european nations and america on the brink of industrialization ,all other a little behind

As far as military goes, Britain should have a strogn miliatry w/ a mediorce land army, and france vice versa

I suppose and austria would have weak navies, compared ot britain, but strong land forces

russia navy..hum...maybe mediorce compared to Britain, but a large land army

and the ottomans, should they evne have galleons and frigates?

Britain strong navy, decent sized land army.

France strong land army, very good sized navy. (about 2/3 size of British I believe at this time)

Austria strong land army, weak navy.

Prussia small, very well trained and equipped land army, almost no navy.

Russia almost no navy, very large land army.

Ottomans, large land army, decent sized navy, not quite as advanced as other Europeans in both regards.

China and Japan, again, should be late Middle Ages at best.

Spain decent land army, decent navy.

Industrialization had already started in Great Britain by this time.
