Turn 4: Starke will grow this turn. Remove the Androbius pop from the irrigated grassland 2 tiles southeast. The new Starke pop will use this tile (1 tile east from Starke). Remove the Jedina pop that is working forest 1 tile south and put it on some tundra. The Androbius pop that vacated the grasslands will use this tile.
Really Special
If the DP decides to use the proposal in this info poll (http://forums.civfanatics.com/showthread.php?s=&threadid=49400) then the queues for Bavaria, Kuhkaff and Starke should be adjusted to produce hospitals immediately. Full discretion will also be given to the DP for tile usage in the 3 cities and their neighbors as the big 3 are grown. If needed, neighboring cities may have workers priority enqueued to reduce population as the tiles needed by the 3 big cities may force these neighbors to starve.

I know this is very risky (trading motorized transportation to greece), but I believe we won't have to attack greece to achieve are domination limit and even if we do tank would most likely be outdated.

Production:
Fanatika is as of 1575 making merely 53gpt. With an emphazis on economic improvements like marketplaces and banks, we might actually do something to crank our income upwards to help finance the war in plan.
Most cities are at size 12 with most improvements already built. We are ready to build both non-military and military units on request. Some cities even have growth potential - perhaps we can fit in a few hospitals as well. (Needs further analysis)
Out of 6 cities in the province, 5 are perfectly able to produce military units at decent rates. We understand that the current trend in Fanatika is to pursue a domination victory, and will build panzers and train infantry on request.
Workers:
Railroading needed. Worked mountain tiles without mines can use them for increased shield output --> build mines in the mountains
Earmarking: Rail on roaded tiles.

At the moment there are no urgent worker actions. For the moment just road the forests, Irrigate any unirrigated squares (and there is at least a few), and finally mine the mountains near Izibia.

Not much got done, as I was hoping for more instructions, especially on spies and wars. No official word was given. I was able to get a council vote on the French spy, which we have in place now. But, I felt a council vote for war was too great.
We eventually waited 4-6 hours for word from eyrei. An email to shaitan was received several hours after 3:00pm. During the lull, we did have a boat race (in #goldbluffcasino). Stuck_as_a_Mac won. :) (then Nolodan, followed by CG then me).
