I think this is going to be the last one in the series "I ripped this from the city view and I'm not even ashamed of myself."
Doesn't look like a civil center? Look closer. A blue flag. A definite sign of a civil center in my opinion. :)
Anyway, in my personal mod this one is the unique improvement of modern socialism, but naturally you can use it for whatever you like. I probably should have removed the flag from the release, but right now I'm too lazy to do it since I have the file already zipped and all. Maybe later, maybe not. :)
