Adding resources is a relatively mild change, naturally. It will on average make it easier for you to make your citizens (and that of AI) more happy if you add luxuries, so you have less problems with unhappy citizens, but since that is also affected by the difficulty of your game, it isn't upsetting the balance of the game as such. Now, perhaps you meant whether it tips the balance between yourself and the AI's. That is more of a concern if you add something that the AI cannot understand. However, added luxuries is somethign the AI understands perfectly well, so he can take advantage of it just as much as you can. The same goes for strategic resources. If you require a strategic resource for a certain unit, then AI understands that. I notice that you can have 22 different resources in CivIII. I have also download some new graphics from this site that have more than that available.
