I cannot seem to plant/build cities in the editor. I have tried many times with no luck. I can see the option under map brush but it is greyed out. The unit brush type is also greyed out.

This is my first real run at the editor and have changed many rules, but cannot seem anything pertianing to this. I searched the help in-editor and these forums with no luck.


I know this is something terribly simple and apologize in advance.

go to map/set active player. After that you can place cities for that civ.
