ADM = 0.1.2 // cost 0* or 1 so you can run away quickly for eg the mongols// will take 2 or 4 citizens

I would not have defense for them, otherwise a good idea for some scenarios at least.

It is a good idea, but again don't know how the ai would handle it.
This unit would have been great addition to the game - instead of whole city culture flipping, emigrants would appear inside other civ's border. And when you conquer city part of population would turn to emigrants (next turn inside other civ's borders) and part to enemy guerillas.

. . . emigrants could move to your city and ask to join the city (eg Huguenots). For you they will become immigrants of course.

The idea is okay, could give some interesting situations, it's just that, as Ukas said, the AI don't know how to handle it
Unfortionately you can't built more than one unit a turn, as it seem a bit silly that all the emigrant, refugees or whatever you want to call them head out in one big group
