Analysis

Noshuret would grow too slowly to build settlers beyond the upcoming one, unless the plains get irrigated.

Penguinadua needs to mine a grass and irrigate a plains to get consistent production.

Gorina needs a plains irrigated in 9 turns to continue growing each 5 turns, and would benefit from a grass being mined, the temple would come in 1-3 turns earlier.

I focus on Gorina since I am "Minister of Worker Relations of the great city of Gorina / Deputy Mayor". I've just finished my advice to Cyc, mayor of Gorina here (http://forums.civfanatics.com/showthread.php?s=&threadid=53270&pagenumber=3) . My conclusions regarding the laborer use in relation to happyness and the queue are the same as yours. It's nice that 2 people get to the smae conclusion independently.

I think it is an excellent report, d8575. I think this would be instrumetal in helping us use cities as effectively as possible.
