Its mostly true. It doesnt have different governments in the sense that you can change governments. Whenever you upgrade your Civic tech though, its usually named different aspects of government, and you are pretty much assumed to have switched to that after you upgrade it. It doesnt really do much, just allows you to have another city and strengthens your borders, etc.

However, seeing as how its an RTS game, there is usually too much crap going on at once for you to even worry about such things as changing your government. Mostly you are always either building stuff with your workers or fighting with your army.

Brian Reynolds posted the following at the Apolyton Civ Site 15 Nov 02 (http://apolyton.net/forums/showthread.php?postid=1457815#post1452030):

* Governments -> as you heard, some of our early attempts at this just didn't turn out to be the "fun" parts of the game, so we pulled them out. Actually I now have a fairly cool idea about how to represent them in the game and make them exciting, but rather than "ramming it in real quick and dirty" we've decided to focus on them for the expansion, when we can make them a really central feature and apply the resources to make them the coolest possible.

Much more recently a number of BHG designers, artists, etc. were interviewed on the Team Sportscast Network (web radio, 6 Jun 03). I was able to get in a question about possibly adding governments, and Paul Stephanouk's (BHG Producer) reply ran something like, "Not for an expansion, but standby."

At the moment T&P has 2 different lines of government. Theres Totaltarism type govermnents (Despotism, Monarchy, Socialism) and representive type governments (Republic, Democracy, Socialism). You can only chose one per age (IE once you select Republic, its permanate). When you arive to a new age you can chose another government comb. (Despotism and Republic arives in the Classical Age) (Democracy and Monarchy arrives in the Elightemnent Age) (Capitalism and Socialism arives in the industrial age)
