I have been elected the first Governor of the Western Province. I want to thank you all for the support.
But there is no time to celebrate; there is work to do.
I've set out our priorities.

We have forfilled all of our first 4 priorities. The province is named Esquiline. Bootstoots and CivGeneral are Mayors of Skunkworks and Nar Shaddaa. The buildqueues for the 30 AD tc were made, posted and carried out. The province filling priority has not yet completed, but President Donovan Zoi has send a settler to our province. It is currently in the city of Tyvek.
Priorities:
The new first priority is to fill the province with cities. The first settler is on it's way, but we need more. Our province is large enough for 9 or 10 cities. update: With an eye on our new world map it is clear that Esquiline must build the canal.
The second priority is now: connect to the empire by building roads. Our Nation's treasury is low and not many warriors can be upgraded that way. If we are connected to the Iron we can build Legions, if and when they are required.
The third priority is to resurvey the most western part of Esquiline to see whether we are still alone in the province or that some savages are camping in our backyard. These surveyers can also spot ships and guide our settlers to the required positions. If we have enough those surveyors can block savage settlers in order to prevent their filthy cities on our sacred lands.
The fourth priority is to improve the lands. Build roads to the west for the settlers to move over and irrigate or mine key city-tiles. This is not as decisively important yet as all Esquiline's cities are small and building military and settlers and workers, but in order to forfill the Prophecy to become the financial and cultural heartland of our nation the cities will grow sooner or later.
Special priority for Deputy-Governor Civanator. Set up a plan with Bootstoots to start this Provincial Politics.
The final priority is to organise a party for all Esquiline citizens and several invited guests, to celebrate the gains so far. More to follow.
To all Mayors and future-Mayors.

I expect that each one of you posts a proposal for a buildqueue before each turnchat. This time your proposals have to be posted by The date and time of the new TC is yet unkown; that is 1 hour before the turnchat. If our President changes the dates and times; the buildqueues can adapt acordingly; 1 hour before the turnchat.

For now these are my priorities. They will change over time and I will keep editting this Governor's task list.

Your Governor,
Rik Meleet
Governor of Esquiline Province.

Congratulations on you election, Mr. Governor. I believe that you will do an excellent job of running this province.

As for the provincial name, I'd just put them all into a hat, and draw one out...

Boots: I will take it into consideration. I do think you are qualified enough.

I am asking you, as a test, what buildqueue you would propose for "needs-a-name-1".

Bootstoots

My build queue for needs-a-name-1 would be spearman, worker, warrior, worker, warrior. It would be useful to have both the workers, to connect the city and perhaps also Xak Tsaroth and Nar Shaddaa, and the warriors, which would be upgraded to legions and fight the Egyptians.

I would like to apply for Mayorship of Nar Shaddaa.

RM, as far as I can tell, a mayor is an unofficial position and is therefore appointed by the governor without an election/confirmation poll unless the governor desires it. In the past, and in other provinces, they have almost always been chosen by simple appointment with no confirmation poll.

I, Rik Meleet, Governor of Equiline which is formerly known as "the western province" hereby appoint Bootstoots as Mayor of Skunkworks, formerly known as "needs-a-name-1".

Join me in cheering for him and welcoming him to Skunkworks and wishing him luck, strength and wisdom in his tasks.

I do expect a proposal for a buildqueue before every turnchat.

Rik Meleet
Your Governor.

CivGeneral has proven himself to be a valuable member of the Fanatican civilization for millenia. I've heard rumors that as soon as DG1 and DG2 he has Mayor-experience. I am very honored to offer him the position of Mayor of Nar Shaddaa.

I, Rik Meleet, Governor of Equiline which is formerly known as "the western province" hereby appoint CivGeneral as Mayor of Nar Shaddaa.

Join me in cheering for him and welcoming him to Nar Shaddaa and wishing him luck, strength and wisdom in his tasks.

As of every Mayor I expect a proposal for a buildqueue before every turnchat.

Rik Meleet
Your Governor.

I have a proposal: What if we had a Provincial Senate with the task of helping to run the province and advising the governor? It would be composed of all of the mayors of cities in Esquiline Province and would have a separate thread in the government forum. The governor would be able to cast a tie-breaking vote. How does this sound? If both RM and CG agree with it, I will start the Esquiline Province Senate thread.

@ bootstoots.
I am not very fond of endless debating and quarreling between mayors. I am very fond of a team-work setup between Governor and Mayors. If that is the shape it is in I a willing to give it a test-period; let's say till July the first. I then decide to continue the Provincial politics novelty or not. Civanator will be in the council as well.

My biggest objection is that it is not suitable under Despotism.

@ Civanator. I a happy to have you as my deputy. I can't think of a task for you now besides the provincial politics councellor, but feel free to suggest other ones.
I could use your help to remind me of the priorities and detect changing and new priorities.

I will go on holiday in the middle of July, so you will rule in my place then.

I would like Skunkworks to build settler (to help fill out Esquiline Province), legionary, settler, legionary. This is my suggested build queue for the next turnchat.

Also, CG, please participate in the Provincial Senate (http://forums.civfanatics.com/showthread.php?s=&threadid=56519).

My dear Mayors. I've read your proposals.

Bootstoots: I put a worker in front of your buildqueue as our civ has only 11 workers for 17 cities, far too few. I also took the liberty to differentiate between war, peace and if we can cash-rush or pop-rush. I took your proposal as war-time.

Civgeneral: I slightly changed your proposal and took it as one of our peacetime builqueues. We don't need warriors in peace but we then need spearmen. And after we have the temple + granary we should get the factory running and not waste time with units. It's designation is
worker/settler factory (http://forums.civfanatics.com/showthread.php?s=&threadid=55228). It could build units for escorts, but I think the current military + the spearman are sufficient for now.

As you can see I've planned for many turns, many more than will be played zero as it turned out so the tail-end of the buildqueue could easily change.

Your Governor,
